What is a Bona Fide Member of a Chess Club

Normally when the club/league says it does, one would presume?

True - I recall about 40 years ago Streatham fielding all sorts of people who just happened to be visiting one of Streatham's top players. Nobody complained.

Brentwood is to change their club name to Bona Fide; making all its members eligible for next year.
