Of course - and chess needs more players. I always thought that clubs should be happier about getting six new members who are rated 1400 than one new member rated 2300, although getting both would be even better.

I would be happier about getting six new 1400 players than six new 2300 players, provided that a couple of them were willing to help with organisation. That would bring critical mass to a section of the club that currently does not really exist.
