Even in those 'policed' events (which I don't think it is likely any of us will ever play in, since they seem to only be elite GM) it still seems quite possible to slip things past the arbiters - there was a case not so long ago where Magnus carlsen was shown on camera touching a piece to move it but then changing his mind and moving something else while his opponent was away from the board and never got called on it.

That is an outrageous calumny.
